For the second time in a month, members of the Islamic radical Popular Congress party were caught trying to overthrow the government. Some 70 members of the party were arrested then. The Popular Congress party was suspended last April, when it was accused of stirring up trouble in Darfur by supporting Arab tribes and their raids.  The official government line is that foreign countries are stirring up trouble in Darfur, as part of a plot to overthrow the Islamic conservative, Arab dominated government in Sudan. But there are political factions in northern Sudan who do not consider the government Arab enough, or Islamic enough.
