Civilian traffic has been allowed in and out of Grozny. There is still fighting east and south of the city, as Russian troops sweep the area for rebels. It appears that the rebels have been waiting for the Spring vegetation to appear, so they can move about more freely. Meanwhile, thousands of rebels have been detected quietly moving into villages and awaiting orders.
