The government has given permission for America to use Iranian territory to transport refugee aid to Afghanistan. For over a decade, Iran has struggled to deal with millions of Afghan refugees, as well as fighting Afghan drug gangs on its borders and increasing drug use within Iran. In the past year, 289,000 people have been arrested for drug offenses.
