Many groups within Afghanistan, as well as most of the nations neighbors, have called on the Taliban to start peace negotiations with the Northern Alliance. The Taliban has refused.

September 19; Taliban jets bombed Taloqan, the capital of Takhar province in the north of the country. This has happened several times in the last few weeks.
