New Defense Secretary Rumsfeld has changed from the stretch limos used by Secretary Cohen to much smaller cars, and it appears that the defense budget will not gain the $50-100 billion a year that the military wants. Not in the first year, anyway. Rumsfeld is conducting another top-to-bottom review of the military, with particular note that the most likely enemies for a surprise war in the next decade (North Korea, Iraq, Iran) just are not that tough.--Stephen V Cole
