Thailand plans to form a new Army Intelligence Command to coordinate military intelligence tasks. The move was prompted by the recent incident in which 10 guerrillas took hundreds of civilians hostage in a hospital; the military had no inkling that such an attack could be expected. --Stephen V Cole
